Arrests and citations were issued by city police over the past week. Included in the latest police report:
William Andrew Robertson, 42, of Portland was arrested for Criminal Impersonation, Simple Possession and cited for Driving on Suspended and Open Container. While on routine patrol the officer observed a male subject get out of his vehicle and run behind a residence on Restview Avenue holding a flashlight in his hand. Due to multiple reports of suspicious people in the area the officer got out of his vehicle and made contact with the subject and asked him his name. Upon running his name through Central Dispatch and the Integrated Portal, the picture that was provided did not match the individual the officer was speaking with. After asking for his name again, he finally gave his correct name. Upon search incident to arrest he was found to have 1 gram of a crystal-like substance in his possession that field tested positive for Methamphetamine. Robertson was found to be operating a vehicle while his license are suspended. After Robertson was arrested an inventory of his vehicle was performed before having it towed and a open can of alcohol was found in the passenger floorboard and a open bottle of whiskey was found in the passenger seat.
Chad William Johnson, 42, was cited for Simple Possession. Officers responded to Wal-Mart for a suspicious person on the property. Upon speaking with the subject found to be Johnson it was discovered that he had 6 pills believed to be Acetaminophen/Oxycodone on his person that he could not produce a prescription for.
Jimmy Lee Ridner, 64, was arrested for Public Intoxication. Police were dispatched to Bridgeway Motel for an unwanted guest. Upon arrival the officer spoke with Ridner who was sitting in a car that was not his and refusing to get out of it. He was drinking a beer and the smell of alcohol was coming from him. The officers tried to find a ride for him and also spoke with an individual who was going to pay for him a ride to the Cookeville Rescue Mission as he is homeless but he allegedly threatened to hit the individual with his cane. Due to him being clearly intoxicated and not wanting to help us find him a ride he was transported to the SPD and charged with Public Intoxication.
Hector Alejandro Caballero, 40, was arrested for DUI and cited for Open Container and Littering. Police responded to Taco Bell in reference to a male subject passed out behind the wheel of a truck sitting in the drive thru. Upon arrival the officer observed a male subject in the truck described drive around the parking lot and throw an open beer in the parking lot before pulling into a parking spot. Upon making contact with the individual identified as Caballero, the officer smelled an alcoholic beverage coming from his person. The subject was asked to exit the vehicle and perform sobriety tasks. Caballero was unsteady on his feet, had slurred speech and glossy eyes and stated that he could not perform the tasks due to medical reasons. Caballero was believed to be under the influence of an alcoholic beverage and placed into custody.
Cayton Trey Lance, 22, was cited for Improper Passing of a School Bus. An officer observed Lance pass a school but that was stopped with the stop sign extended and letting children off at the time the vehicle passed.
Christopher Todd Storie, 50, of Byrdstown was arrested for DUI 2nd and cited for speeding. While on routine patrol an officer observed a vehicle traveling at 60 mph in a 40 mph zone. The officer initiated a traffic stop and came in contact with Christopher Storie where the officer could smell a strong odor of alcohol coming from the vehicle. The officer was informed that Storie had drank a few beers and was asked if he would perform a series of standardized field sobriety tasks in which he performed poorly. Storie was arrested for DUI and cited for speeding.
David Russell Palmer, 41, was cited for passing a stopped school bus. Palmer did not stop when the school bus stop sign was displayed but did stop after he had passed the stop sign on the bus.
Jason Douglas Stembridge, 35, was cited for shoplifting on. Police responded to O’Reilly’s Auto Parts in reference to a male subject that had placed items belonging to the store in his hoodie had left the store without paying for the merchandise and left in a black Chevrolet Tracker. The officer found the vehicle at Tractor Supply and made contact with the driver, found to be Stembridge. After speaking with Stembridge about the incident at O’Reilly’s, Stembridge took the officer to his vehicle and showed him the items, which was 2 sets of automobile gauges that had been placed in the back of the vehicle. Upon investigation the officer found that the vehicle didn’t have a VIN plate or any markings to verify what it was although there was a valid license plate on the vehicle the officer could not tell if the plate matched the vehicle. The vehicle was impounded for further investigation and verify the information of the vehicle.
April Morton Hood, 42, of Kingsport was arrested for shoplifting. Police responded to Wal-Mart in reference to someone shoplifting. On arrival the officer spoke with the Asset Protection personnel who told the officer that a woman had just stole some items and then ran into the woods. He also advised that a truck in the parking lot was what the woman drove there. The officer recognized the truck and went to the vehicle owner’s residence and spoke with the woman, identified as April Morton by phone who stated she knew police were looking for her. The officer advised her if she came back and talked to them, she would possibly just get a citation instead of being arrested. Morton told the officer to do what he had to do and hung up. A warrant was issued for her arrest for shoplifting and Morton was located at 808 Gentry Ave. Due to Morton having no current address and being a former resident of the halfway house here in town and originally residing in Kingsport and not being cooperative in the beginning she was arrested instead of being issued a citation.
Wallace Marlon Rackley, 34, of Quebeck was arrested for Unlawful Possession of a Weapon. Rackley was pulled over at 210 Spring Street due to outstanding warrants. Rackley informed the officer that he did have a rifle in the truck. The officer located the rifle and Rackley was charged with Unlawful possession as he is a convicted felon.
Rickey Lee Shehane, 54, was arrested for Violation of an Order of Protection. Police received a call that Shehane was at 309 Wade Street with his girlfriend. Upon police arrival, Shehane had just left and went to 319 Jackson Street where the officer made contact with him and he agreed that he had been at 309 Wade Street earlier in the day. Shehane has an order of protection against him stating that he couldn’t be at the property due to bond conditions upon his release from jail on June 20 because of a domestic assault charge.
