Deputies Make Drug and DUI Arrests

The DeKalb County Sheriff’s Department made several arrests over the past couple of weeks, including those on drug charges, sex offender violations, and DUI.

According to DeKalb Sheriff’s Department Chief Deputy Brian Williams, on August 30, 47-year-old James Walter Stringer of Dowelltown was arrested for violation of the sex offender registry. His bond is set at $5,000 and he will be in court September 12.

Chief Deputy Williams reported that on August 30 a deputy went to a residence on West Main Street in Dowelltown to conduct a welfare check on a woman and child, but found Stringer alone with the child instead. Stringer claimed the woman who had left the residence was his girlfriend, and that she had left the child, her daughter, in his care while she was gone. Stringer is under a court order not to be alone with a child unsupervised. He was placed in custody.

On August 31, 43-year-old William Davis Tarpley of Gordonsville was arrested for public intoxication. He is under a $2,000 bond and will be in court September 12.

Chief Deputy Williams said that Tarpley was found to be under the influence and allegedly admitted to having taken 10 pills earlier in the day. Authorities say he showed signs of intoxication by having dilated pupils, sweating profusely, and being unsteady on his feet.

That same day, 42-year-old William Joseph Scott was charged with possession of a handgun while under the influence, driving under the influence, and reckless driving. He is under a $5,500 and will be in court September 19.

Chief Deputy Williams said that a deputy on patrol spotted a red Dodge Ram with a taillight out doing a burnout in the intersection of West Bryant Street and South College Street, with the driver having no regard for other citizens and vehicles around.

After a traffic stop, the deputy spoke with the driver, Scott, who allegedly smelled of alcohol. Authorities claim his eyes were bloodshot and watery, he was unsteady on his feet, and his speech was slurred. He allegedly admitted to having consumed two shots of alcohol and he said a loaded handgun could be found on the front seat. A Beretta APX 40 caliber handgun, was recovered. Scott was asked to submit to field sobriety tasks, but he refused.

On September 1, 45-year-old Jessie Comer Harris of Dowelltown was arrested for public intoxication. His bond is $1,500 and he will be in court September 19.

Chief Deputy Williams said that Harris was found to be under the influence. He was sweating profusely, with dilated pupils, and he could not focus on a single conversation. He was placed in custody.

Also that day, 27-year-old Raymundo Larragoytia Serrano of Smithville was arrested for driving under the influence and for no valid driver license. He is under a $4,000 bond and he will be in court September 19.

Chief Deputy Williams reported that a deputy was traveling west on East Broad Street when he spotted a black Chevy Monte Carlo leave its lane of travel multiple times. The officer pulled over the vehicle and spoke with the driver, Serrano, who allegedly smelled of alcohol. Authorities say his eyes were red and watery, and he was unsteady on his feet.

He allegedly admitted to having consumed five alcoholic beverages prior to driving. Serrano submitted to, but performed poorly on, field sobriety tasks. Upon arrival at the jail Serrano also allegedly admitted to having taken cocaine prior to driving. He also had no valid identification.

Also on September 1, 47-year-old Martha Renee Kirby of Smithville was charged with possession of drug paraphernalia, driving while in possession of meth, possession of meth with intent to manufacture, sell, deliver or possess, and possession of a controlled substance with intent to manufacture, sell, or deliver. She is under a $46,000 bond and will be in court on September 19.

Chief Deputy Williams said that deputy pulled over a BMW driven by Kirby and received consent to search. Inside they found a clear baggie containing a white powdery substance believed to be heroin that weighed 1.66 grams, three other clear baggies that held a crystal-like substance thought to be meth with a total weight of 5 grams, and three glass pipes believed to contain drug residue.

On September 4, 55-year-old Jeffery Lee Bates of Fraizer Avenue, Smithville, was arrested for public intoxication. He is under a $2,000 bond and he is due in court on September 19.

According to Sheriff Patrick Ray, a deputy was dispatched to the 700 block of Old West Point Road, for a report of a male subject screaming and swinging his arms. Upon arrival, the deputy made contact with Bates who allegedly had dilated eyes and was sweating profusely, and could not focus on conversation. He allegedly stated that he had consumed a beer earlier. For his safety and that of the public, he was placed in custody.

On September 5, 36-year-old Jonathan Mark Beacham of Bell Road, Antioch, TN, was arrested for simple possession of a schedule II drug. He is under a $3,000 bond and will be in court on September 19.

Sheriff Ray reported that Beacham was found to be in possession of .45 grams of a crystal-like substance believed to be meth.

That same day, 35-year-old Anthony Wayne Tramel of Kings Court, Smithville, was arrested for possession of a controlled substance for sale, deliver or manufacture, prescription drug fraud, and possession of drug paraphernalia. He is under a $42,500 bond, and will be in court on September 19.

A deputy assisted officers with the Tennessee Department of Probations and Parole with a probation search at Tramel’s home. The search revealed clear container containing four ¾ pills believed to be Buprenorphine, as well as multiple baggies and a scale. Tramel allegedly admitted that the items were his.

Sheriff Ray said that multiple pill bottles with different people’s names were found, as well as multiple pills. All the medication that was discovered, needed a prescription in order to possess it. Tramel allegedly admitted that he did not have prescriptions for the medicine but that all were his.

Multiple items of paraphernalia were also discovered including glass pipes with residue, baggies with a crystal-like substance, straws with white powder residue, needles, a scale with residue, a spoon with a burnt residue, and another scale with a crystal-like substance. Tramel also allegedly admitted all the paraphernalia was his.

Also on September 5, 47-year-old Jimmy Lane Estes of Tommy Harrell Street, Smithville, was arrested for possession of a schedule II drug cocaine for sale and delivery or manufacture. He is under a $100,000 bond and he is due in court on September 26.

After a traffic stop, authorities allege that Estes was found in possession of 70 grams of a white powdery substance believed to be cocaine. The substance was locked in the passenger side pocket, facing the rear, after Estes gave consent to search his vehicle.

At the same time, 55-year-old Michael Lynn Vance of Highland Street, Smithville, was arrested for possession of drug paraphernalia, simple possession of a schedule II drug meth, and possession of a schedule II cocaine. He is under a $112,500 bond and will be in court on September 26.

Deputies discovered a red straw with residue, a weighted scale with residue, and a glass pipe with .14 grams of a crystal-like substance believed to be meth. After searching the contents of a black backpack, in the front passenger seat floorboard, Vance allegedly told authorities that it was his. He was also found to be in possession of 70 grams of a substance believed to be cocaine.
