Tommy Rexford Duggin, Jr, 45, of Smithville was arrested August 31, 2020 for driving under the influence. Sheriff’s deputies were called to a location on Chapman Hollow Road where a possible drunk driver was in the area. A resident noticed a vehicle parked at his gate, and the driver was passed out. He awoke the driver, Duggin, and he left going onto Main Street in Dowelltown where he hit a bridge and wrecked. THP Trooper Brent Collier reported that Duggin had a strong odor of alcohol and had trouble communication. He performed poorly on all standard field sobriety tasks.
