Several people were indicted by the DeKalb County Grand Jury last week, including cases involving burglary, drug dealing, and even escape. There were also several people indicted on sealed indictments for child abuse and one case of rape of a child.
On November 15, the DeKalb County Grand Jury indicted 63-year-old Carlos Restrepo of Cook Road, Liberty, under a sealed indictment for rape of a child. The indictment alleges that Restrepo did unlawfully and intentionally or knowingly sexually penetrate a person less than 13 years of age back on September 10, 2010.
Through a press release from the DeKalb County Sheriff’s Department, authorities say that Restrepo was charged in the case for the rape of six year old victim. Although the case is from 2010, the victim did not disclose the crime until March 2021 after they had turned 16 years old.
The minor child disclosed this information to the Tennessee Department of Children Service, and a detective with the DeKalb County Sheriff's Office, while being forensically interviewed at the Upper Cumberland Child Advocacy Center.
Authorities say that Restrepo did admit to digitally penetrating the victim's vagina. This case was investigated by the DeKalb County Sheriff's Office and the 13th Judicial District Attorney's General Office. Restrepo is being held without bond, and he is due to appear in court on December 7.
Another sealed indictment was handed down that day for four people on charges of aggravated child abuse, four counts of aggravated assault, child neglect, and child abuse.
Authorities say 33-year-old Christopher Brian Mager and 30-year-old Angel Anne Mager, both of South College Street, Smithville, are each charged with one count of aggravated child abuse, two counts of aggravated assault, and two counts of child abuse or neglect. Twenty-two-year-old Rebecca Ann Yount and 24-year-old Jesse Eugene Van Dyne, both of Walker Drive, Smithville, are each charged with one count of child abuse or neglect.
The abuse charges are alleged to have occurred between May and June, 2021, involving a child under the age of 18. All are being held without bond and are to appear in court on December 7.

Shirley Ann Hardy - possession with intent to sell or deliver a schedule II drug methamphetamine over .5 grams, and possession of drug paraphernalia.
David Dewayne Anderson - possession with intent to sell or deliver a schedule II drug methamphetamine under .5 grams, possession with intent to sell or deliver a schedule II drug fentanyl, possession with intent to sell or deliver a schedule II drug ANPP, and possession of drug paraphernalia.
Cassandra Renee Reed - driving under the influence 2nd offense, DUI per se, and driving on a revoked license.
Benjamin Thomas Duffey - aggravated assault.
Dori Leigh Keith - fraudulent use of a credit/debit card.
Anthony Emmanuel Hernandez - especially aggravated kidnapping and theft over $2,500.
Joe Anthony Young - assault and aggravated assault.
James Frederick Summers - burglary-auto and theft under $1,000, public intoxication, simple possession of a schedule II drug methamphetamine, and simple possession of a schedule IV drug alprazolam.
Byron Ray Wilson – escape.
Casey Laraine Emberton - driving under the influence and DUI per se.
Hannah Marie Grisham - permitting or facilitating an escape.
Robert Lewis Judkins - vandalism under $1,000.
Justice Namen Williams - driving under the influence 2nd offense, resisting, driving on a revoked license, and violation of open container.

James Arnold John McKeown, Jr. - possession with intent to sell or deliver over 26 grams of a schedule II drug methamphetamine, possession with intent to sell or deliver a schedule I drug Eutylone, and possession with intent to sell or deliver over .5 grams of a schedule II drug cocaine.
Mark Wayne Beall - criminal impersonation, theft under $1,000, burglary, theft over $10,000, and auto burglary.
Fred Thomas Dowell, Jr. - driving on a revoked license (6th offense), simple possession of a schedule II drug methamphetamine, simple possession of a schedule II drug cocaine, simple possession of a schedule II drug fentanyl, and simple possession of a schedule II drug ANPP.
Harry Carlson McIntosh - domestic assault, violation of bond conditions, evading arrest, and resisting arrest.
Taylor Nicole Fults - theft over $2,500 and evading arrest.
Dana Seborn Cantrell - possession with intent to sell or deliver a schedule V drug, two counts of simple possession, possession of drug paraphernalia, and possession with intent to sell or deliver a schedule II drug methamphetamine under 0.5 grams.
Michael Joseph Lee - aggravated burglary and domestic assault.
Jeffery Lynn Sanders - two counts of theft under $1,000 and vandalism over $1,000.
