Smithville Police Release June Arrest Report
On June 3, 39-year-old Tommy Jerome Bates of 848 Foster Road was arrested for disorderly conduct. Police were dispatched to Anthony Avenue in reference to a man walking in the roadway yelling. Officers made contact with Bates who was given verbal warning to quiet down. At approximately 3:35 am, police were dispatch to Cill Street in reference to a man yelling where they again made contact with Bates. Bates was making an unreasonable amount of noise that prevented people form sleeping at which time he was taken into custody, under a $1,500 bond.
That same day, 26-year-old Brandon Dale Winne of 104 Windham St. was arrested for domestic assault. Police responded to a domestic call and upon investigation it was discovered that Winne had allegedly grabbed the victim’s phone from her, threw it, then hit the victim in the face, leaving a visible injury over her right eye. He then went outside when the victim locked the door and shoved a couch in front of the door to prevent him from going back in. Winne kicked the door in while the victim was yelling for him to go away, so she locked herself in a room until police arrived. He was under a $5,000 bond.
On June 24, Jeffery Johnson of Smithville was arrested for public intoxication. Police responded to 623 Restview Avenue in reference to an unwanted person. Upon arrival the officer made contact with Johnson on the back sidewalk of the residence, where he had trash and rocks thrown all about the area. Upon speaking with him, the officer noticed he had slurred speech, was unsteady on his feet, and seemed to be confused and disoriented. He was arrested for his and the public’s safety, and was under a $1,500 bond.
Michael Eugene Lattimore, 38, of 257 Oak Street was arrested that same day for public intoxication. Lattimore was found to be standing at the intersection of South Mountain and West Bryant Street crying, yelling, and cussing. While the officer was speaking with him, police say he appeared to be unsteady on his feet, had slurred speech, and was acting belligerent towards the officers and yelling at the residents in the area. Due to his behavior, he was taken into custody without incident. He was under a $1,000 bond.
On June 6, Charles John Ward, 41, of 814 Luttrell Avenue was arrested for domestic assault. Police were dispatched to Luttrell Avenue for a domestic. Upon arrival the officer made contact with the victim, who had a red mark on the side of her leg. Upon investigation, it was discovered that Ward was allegedly intoxicated and became angry by something said by the victim. He then punched her in the leg and started swinging his fist in her direction, which she did dodge. Ward then fell in the floor and she was able to go outside until police arrived. He was under a $5,000 bond.
That same day, 21-year-old Stephen Kirk Estes of 530 West Main Street was arrested for violation of a protection order. While on routine patrol, police observed Estes at 530 West Main Street and were aware that he is under an Oder of Protection that was set in place on April 7, 2021. The order was to refrain Estes from being on the premises, and for him not to be around the person who resides at that residence. His bond was set at $3500.
On June 8, 49-year-old Melvin Eugene Turnbill of 863 JE Evins Avenue was arrested for violation of an order of protection and cited for speeding. Police conducted a traffic stop on Turnbill for speeding and after a computer check with Central Dispatch, it was discovered that there was an active order of protection with Turnbill being the respondent. While the officer was speaking with Turnbill, he [Turnbill] was on the phone with the petitioner. The petitioner also drove by, stopped in the street, and spoke with another officer on the scene. Bond was set at $3500.
Anthony Doel Atnip, 41, of 811 Luttrell Ave was cited that same day for assault. Police say that Atnip did assault the victim by hitting him in the face twice with his hand, causing injury to the victim’s eye and face.
On June 11, 24-year-old Jeff Rayburn Prisock of 511 Carter Street was arrested for DUI and cited for speeding and financial responsibility. Police observed Prisock traveling 54-mph in a 30-mph zone on a black motorcycle, at which time the officer initiated a traffic stop on South Congress Boulevard. Upon approaching Prisock, the officer could immediately smell an odor of alcohol coming from his person. He allegedly had glossy eyes, was unsteady on his feet, and was slurring his speech. Upon speaking with Prisock, the officer discovered that he had been drinking a couple hours prior and was asked and gave consent to perform a series of standardized field sobriety tasks, in which he performed poorly. Prisock could not provide proof of insurance. His bond was $1,500.
Patsy Lynn Estes, 49, of 630 Highland Avenue was arrested on June 19, for domestic assault. Police responded to a possible domestic and made contact with both parties involved. Police say that upon investigation, it was discovered that Estes had gone to the victim’s residence, after a verbal altercation across the yard, and punched her in the face. The victim did have visible injuries. Estes was determined to be the primary aggressor and taken into custody without incident. She was under a $2,500 bond.
That same day, Tommy Jerome Bates, 39, of 848 Foster Road was cited for shoplifting. Bates was found to be in the restroom at Food Lion with a 24 ounce Natty Daddy Natural Beer that he had not paid for. Store employees did observe his actions.
Jeffery Lee Johnson was also arrested on June 19 for public intoxication and resist stop, halt, frisk, arrest. Police responded to 608 South Congress Boulevard due to a man in overalls walking in and out of the roadway. Upon arrival, the officer made contact with Johnson wearing only overalls, with no shoes or socks, standing in the parking lot weaving back and forth. Upon speaking with him, he started moving away from the officer and took off running, and kept running after he was told to stop. He was caught and while being placed under arrest, he refused to give the officer his hands by keeping them underneath his body, pulling his hands away, and trying to get up and get away. His bond was set at $5000.
On June 23, 44-year-old Byron Ray Wilson of 620 Smith Road was arrested for escape, along with 19-year-old Hannah Marie Grisham of 7073 Short Mountain Highway, who was charged with permitting or facilitating escape. Byron Wilson was taken into custody on outstanding warrants and was placed inside a patrol car. While the officer was getting into the driver’s seat to transport Wilson, Grisham opened the passenger door to let Wilson escape. After Wilson was captured, the officer found Grisham hiding in a dryer at the residence of 199 Carter Drive at which time, she was also taken into custody. Bond for Wilson is $15,000, while bond for Grisham is $7,500.00.
The following day, Micheal Lynn Vance, 52, was arrested for criminal trespass. Police were called to 628 Andrew Street for a large fight in progress. Upon arrival, the officer was informed that Vance was trying to fight others. Vance was trespassed from the Housing Authority property on July 20, 2020 and had already been written a citation on September 8, 2020 for trespassing on the property. Vance was taken into custody without incident. His bond was set at $3,500.
On June 26, Jason Richard Skaroupka, 42, of 1222 South College Street was cited for driver’s license revoked and simple possession. An officer observed Skaroupka leaving Kwik-N-Ezy in a Dodge Caravan and having prior knowledge that his license was revoked, made a traffic stop. Upon consent to search the vehicle, .9 grams of a white crystal-like substance believed to be methamphetamine was found.
The next day, 40-year-old Rickey Lynn Martin was arrested for public intoxication. Police responded to 466 West Broad Street in reference to a man running around the store and bothering people. Upon arrival, the officer made contact with Martin who was talking very fast and moving around uncontrollably. The officer could not understand most of what Martin was saying, but was under the impression that he (Martin) thought someone may have put drugs in his drink. Martin was a danger to himself and others, and was annoying people in the vicinity. His bond was set at $1,500.
