Man accused of starving dog to death

A local man faces charges of animal abuse after the sheriff’s department allegedly found three dogs, one dead and two starving, on his property.
Roy Wilkey, Jr., 47, was charged after a deputy dispatched to check the welfare of the dogs on Poplar Street. The officer reportedly found three canines, two still living and one already dead.
According to Sheriff Patrick Ray, one of the dogs was chained to a push mower and could not reach a nearby water dish and dog house. Ray said no food for the animals could be found on the premises, and all three appeared to be very malnourished.
Wilkey’s bond was set at $1,500, and he will appear in court on Jan. 16.
In other news from the sheriff’s department, Michael Odell Bly, 37, was charged with initiation of a process to manufacture methamphetamine on Jan. 11.
Ray said a deputy attempting to serve a violation of parole warrant on Bly at Bell Street Apartments was given consent to  search, and found a black bag containing a one pot cook bottle, tubing, coffee filters, and lighter fluid in a back bedroom. He also allegedly found a Mason jar that contained Coleman fuel in the bathroom.
Further investigation also revealed  a two-liter bottle with muriatic acid in the wood line behind the residence, the sheriff said. Bly was reportedly found to be the owner of the black bag containing the meth-lab components.
His bond was set at $50,000 on the meth charge, and he is being held without bond on the parole violation. He will appear in court on Feb. 19.
Killian Blake Ellis, 20, has been charged with domestic assault, vandalism over $500, and theft of property under $500. He was further issued a citation for driving on a suspended license.
According to the sheriff, a deputy was dispatched on Jan. 12 to investigate a disconnected call from the area of Prichard's Foods in Alexandria from a woman requesting a police officer. The deputy and an Alexandria police officer pulled two vehicles over on Highway 53, one reportedly driven by the woman who had placed the call.
After the matter was investigated, it was determined that a domestic incident had occurred between the woman and Ellis, the driver of the other vehicle.
Ray said Ellis took the woman's phone from her and jumped on the hood of her car as she was trying to flee. The sheriff said a similar incident occurred on Dec. 19, when the woman called 911 and reported that Ellis was preventing her from leaving.
Ray said Ellis's vandalism and theft charges are the result of an incident with a vending machine at Prichard's Foods in Alexandria on Dec. 15. Ellis allegedly vandalized a Cola-Cola machine with a pry bar, causing $1,000 worth of damage.
He reportedly took $50 worth of coins from the machine. Ellis' bonds total $9,000 and he will appear in court on Jan. 16.
Martha Shelyane Silcox, 36, of Carthage is also charged with vandalism over $500 and theft of property under $500 in connection with the drink-machine vandalism.
Ray said Silcox drove the vehicle and dropped Ellis off and picked him back up after he robbed the machine.
Her bond was set at $6,500 and she will appear in court on Jan. 16.
Kelli Rae Bullard, 44, was charged with driving under the influence of an intoxicant and cited for failure to maintain her lane of travel on Jan. 12.
Ray said a deputy received a report of a possible drunk driver on Highway 56 North. The officer reportedly spotted the vehicle and watched it cross both the center line and the white line on the shoulder of the highway. Upon stopping the car, he reportedly found the driver to be Bullard.
Ray said she submitted to, but performed poorly on, field sobriety tasks, and submitted to a blood test. Her bond was set at $1,500, and she will appear in court on Feb. 19.
Shawn Michael Giddens, 27, of Spencer was charged with public intoxication on Jan. 11. Ray said that while an officer was working a wreck on Sparta Highway, Giddens walked up and demanded a ride to Spencer.
He was reportedly very unsteady on his feet, and had a strong smell of alcohol on his person. He allegedly refused to sit in the car or call someone to pick him up. Due to his level of intoxication, he was arrested and brought to the jail for booking.
His bond was set at $1,500, and he will appear in court on Jan. 23.
