A 54-year-old local man who was shot after allegedly aiming a rifle at members of the DeKalb County Sheriff's Department in the early morning hours of May 23 last year has been indicted on two counts of attempted first-degree murder.
Randall Gerald Petty was arrested by agents of the Tennessee Bureau of Investigation Wednesday after the DeKalb County Grand Jury returned a sealed indictment against him last week.
Petty suffered several gunshot wounds when Detective Jeremy Taylor and Deputy Erik Russell were dispatched to investigate a 911 call reporting shots being fired at 255 Petty Road.
“At 11:53 p.m. dispatch got a call of multiple gunshots and yelling in the area of Adcock Cemetery Road,” the Sheriff Patrick Ray said after the incident. “A deputy and detective responded to the call. The detective spoke with the complainant and a member of Petty's family, and the complainant reported hearing yelling and gunshots coming from the area of Petty Road.
“The detective was informed by a family member of Petty that he had told someone that if law enforcement officers pulled up in his driveway, he would shoot them,” Ray continued.
“The deputy and detective drove to Petty Road and stopped near Petty's house. As they got out of their vehicles and prepared to walk up the road toward his home, Petty came out from behind some trees in a neighbor's yard.
“Petty drew a gun on the officers. The deputy and detective then drew their weapons and fired multiple shots. Petty was wounded in the shooting and transported by DeKalb EMS to DeKalb Community Hospital. He was later taken by ground ambulance to Vanderbilt Hospital in Nashville. The officers involved in the shooting were not hurt,” Ray said.
The TBI began an investigation into the incident District Attorney General Randy York’s request the day of the shooting.
The indictment against reads: "On or about May 23, 2013, Petty intentionally and with premeditation did attempt to kill Jeremy Taylor and Erik Russell, constituting the offense of attempted murder in the first degree.”
Petty’s bond was set at $100,000, and he was arraigned in DeKalb County Criminal Court today.
Meanwhile, two men were named in sealed indictments for sex crimes.
Authorities said 38 year old Joseph Brandon Proctor of Alexandria was indicted on a charge of sexual battery by an authority figure.
The indictment reads: “Proctor, between April 1 and April 30, 2013, did unlawfully have sexual contact with a victim, who at the time of the offense was thirteen years of age or older but less than eighteen years of age. The defendant, at the time of the offense, had parental or custodial authority over the victim and used that authority to accomplish the sexual contact, constituting the offense of sexual battery by an authority figure.”
Proctor was placed under a $50,000 bond after his arrest last Wednesday, and he will be arraigned in DeKalb County Criminal Court today.
Another 38-year-old man, Jared Norrod of McMinnville was named in a sealed indictment accusing him of two counts of sexual battery by an authority figure, three counts of sexual exploitation of a minor, two counts of especially aggravated exploitation of a minor, four counts of aggravated sexual exploitation of a minor, and incest.
Norrod allegedly had sexual contact with two juveniles between the ages of 13 and 18, one of them a relative. He is accused of taking pictures of juveniles engaging in sexual activity, having the photographs in his possession, and uploading them to a computer.
Norrod’s bond was set at $410,000.
