Sex offender arrested for illegal move

The sheriff’s department has arrested a sex offender for not giving notice within 24 hours of moving from Cannon County to DeKalb. Robin Clark Green, 41, was charged with violation of the sex offender registration law.

 

According to Sheriff Patrick Ray, Green moved from Cannon to DeKalb County without giving notice within 24 hours of the move, therefore violating the sex offender registration law.

 

Ray said that a sheriff’s department detective went to Green’s residence at 267 Ragland Bottom Road to tell the man that his address needed to be changed on the sex offender registry. Green was allegedly told that he had 24 hours from the time he moved to change the address.

 

The detective reportedly spoke with Cannon County officials on Jan. 19, and was told that Green had still not changed his address, and was still registered in Cannon County. Green was subsequently placed under arrest.

 

His bond was set at $5,000, and he appear in court on Feb. 25.

 

Meanwhile, Timothy Paul Proctor, 33, of McMinnville was charged with public intoxication and child abuse or neglect on Feb. 18.

 

The sheriff said a deputy was called to Vaughn Lane to check out reports of a man who was passed out behind the wheel of a vehicle. The man, Proctor, who reportedly had a small child in the vehicle with him, allegedly admitted to the lawman that he had taken Suboxone throughout the day before driving to the residence on Vaughn Lane and falling asleep in the driver's seat with the child in the backseat.

 

His bond was set at $6,500, and he will appear in court on Feb. 25 as well.
